Kuzbassrazrezugol develops the first national interdisciplinary professional standard

Kuzbassrazrezugol, the leader in the development of national occupational standards in the field of surface mining in Russia, has formulated the third national occupational standard - "Technological Vehicle Operator".

The National Occupational Standard “Technological Vehicle Driver” is a document that describes all activities on technological roads including auxiliary equipment for preparing the road for the technological process (irrigation and treatment of the road with de-icing materials, towing of rigid dumpers etc.).

“This is one of the most common occupations in open-cast mining” says Diana Shcherbakova, commissioner of the sectoral working group and head of the department of work organisation of the JSC “Coal Company “Kuzbassrazrezugol”. “That is why we have chosen a comprehensive approach and developed an interdisciplinary (cross-cutting) occupational standard that will be extended to other sectors: mining of ore, aggregates, salt and other raw materials.

The model of the national occupational standard has already been discussed in the sectoral working group and has been sent to the All-Russian Industrial Association of Coal Industry Employers. Once the document is published on the organisation’s website, professional and public discussions on the standard will begin with the participation of representatives of the Russian independent trade union of coal industry workers Rosugleprof and companies mining surface coal and other raw materials.

Let us recall that Kuzbassrazrezugol is leading the development of professional standards for surface mining in Russia – this is one of the tasks given by the President of the Russian Federation after his meeting with the leaders of the country’s coal regions in August 2019. The methodological support for this work is provided by the UMMC. Subsequently, on the basis of these occupational standards, single qualification criteria will be developed for workers of all enterprises in the sector, after which educational institutions in the sector will update their educational programmes. Two occupational standards have already been formulated in 2020: “Bulldozer Operator” and “Excavator Operator” – they are currently at different stages of implementation. In 2021 the sectoral working group led by the coal company will develop four national occupational standards for surface mining in Russia.
